If you have to make major changes or delay the offer, fill out Form 656 again. You can appeal the rejection by filling out Form 13711. It must be completed within 30 days. You'll need to identify the parts of your rejection that are incorrect and explain why.
WASHINGTON -- In an effort to assist struggling taxpayers affected the COVID-19 epidemic, the Internal Revenue Service (IRS) today issued Notice 2022-36, which provides penalty relief to businesses and most people who file certain 2019/2020 returns late.
An initial payment is required. It's non-refundable. If you are paying in less than five installments, your initial payment must be 20%. Your first monthly installment must be 20%.
Relief from Penalties — The IRS is highlighting reasonable cause assistance available for taxpayers with failure to file, pay and deposit penalties. First-time penalty abatement relief is also available for the first time a taxpayer is subject to one or more of these tax penalties.
If you will not be eligible to claim the Child Tax Credit on your 2021 return (the one due in April of 2022), then you should go to the IRS website to opt out of receiving monthly payments using the Child Tax Credit Update Portal. Receiving monthly payments now could mean that you have to return those payments when you file your tax return next year. If things change again and you are entitled to the Child Tax Credit for 2021, you can claim the full amount on your tax return when you file next year.
The IRS offers several payment plans. These include Installment Agreements, via the Online Payment Agreement (OPA), and short-term or long-term options. This service is only available to individuals who owe $50k or less in income tax, penalties, interest, and businesses that owe $25k or less if they have filed all taxes returns. Some taxpayers may be able to extend their short-term payment plans from 120 to 180 Days.

Penalty Abatement, as the IRS calls it, is the process by which a penalty can be reduced or eliminated. Penalty Abatement can be seen as a form of tax relief known as Fresh Start. Penalty Abatement can only be applied by the IRS for a reason that is reasonable. You can request Penalty Abatement at any level in IRS collections. The Penalty Abatement that can be granted by a local IRS office is limited to $100. You can request Penalty Abatement for free.
Offer in compromise -- A few taxpayers may be eligible to settle their tax bill at a lower amount than they owe by making an Offer In Compromise. The Offer in Compromise Prequalifier tool can be used to help you determine eligibility. Some taxpayers are temporarily unable meet the payment terms for an accepted offer in compromis. The IRS offers more flexibility.
